Are only group members allowed to submit to the gallery?

but its free to join and submit 
I'm only in a handful of groups because I can't handle the number of messages that come in otherwise, but I do want to submit something to your group. It matches the group's theme, but the problem is that submissions are closed to non-members, which doesn't really make sense to me. Wouldn't you guys want more fanwork of the characters your group focuses on? 
of course. we do want them. I didn't realize that it was closed I'll try to fix it!
